There can be several reasons for talking negatively about the United States. Without knowing the facts behind, it is surely not correct to assume that the particular individual from the Arab family is a terrorist. On the other hand, being a citizen of the United States, it is my duty and responsibility to save my nation from any kind of potential risk. Therefore, I should go to the police and discuss this matter. That individual can be terrorist or cannot be.
